Policy Inertia in a Decade of Migration Crisis? Mapping the Reform Efforts of the 2020 New Pact on Asylum and Migration

Brief description:

Abstract:
After a decade of stalled efforts to reform asylum and migration policy, the EU still grapples with a ‘refugee/migration crisis’. The effects of both the crisis and the policy inertia are severe, challenging the functioning and norms of the EU, as well as compounding the problems of those who are looking to claim refuge in the EU. This project seeks to further the scientific understanding of this policy inertia by exploring the limitations of existing legal and political studies of the crisis – and seeking to bridge the analytical divide between these disciplines with the help of the project team’s collective expertise. Negotiations on the 2020 New Pact on Migration and Asylum serve as the main focus of a systemic inquiry: a ‘start to finish’ study of the latest attempt to break policy inertia and address the ongoing crisis.
