All the events listed on this page are free and open to the public. As places are limited, registration is required for those who are not registered as Summer School participants.

The Opening Lecture of the 18th edition of the Odysseus Summer School will be dedicated to the burning issues of solidarity and asylum. The title evokes the image of a ‘poisoned debate’, used by French President Emmanuel Macron to describe the profound divisions among the Member States regarding relocation and the Dublin reform.
The lecture will take place just a few days after the European Council meeting of 28-29 June, where EU leaders will seek a common position on the reform of Dublin and it will represent one of the first opportunities for debate and reflection on the Council’s decisions.

The Annual report of the European Asylum Support Office (EASO) aims to provide a comprehensive overview of the situation of asylum in the EU+ (EU Member States plus Norway, Switzerland, Iceland and Liechtenstein) by examining requests for international protection to the EU, analysing application and decision data, asylum trends, including key challenges and responses during the year, major institutional and legal developments and providing an overview of the practical functioning of the Common European Asylum System (CEAS).

On 4 July 2018, just a few days after the release of the EASO report, a panel of experts will discuss the situation of asylum in the past year and debate the ongoing CEAS reform.

Constança Urbano de Sousa is EU Law Professor and Director of the Law Department of the Universidade Autónoma de Lisboa as well as a Member of the Portuguese Parliament. As a guest at the 2018 Odysseus Summer School, Prof. de Sousa will talk about the challenges of her mandate as Minister of Internal Administration in the Portuguese Government (2015-2017) and of her experience in the Justice and Home Affairs Council at the peak of the so-called ‘refugee crisis’.

The debate will provide an opportunity to reflect upon the role of academics in policy-making and on how to integrate research into the realm of public policy.

The European Migration Network (EMN) Annual Policy Report outlines the most significant political and legislative developments and debates in the Member States (+Norway) and the European Union in the year. This debate will get together EMN migration experts coming from different EU Member States, who will provide a unique overview of immigration and asylum-related developments.
