Constança Urbano de Sousa is EU Law Professor and Director of the Law Department of the Universidade Autónoma de Lisboa.
She was Minister of Internal Administration in the Portuguese Government from 2015 to 2017. Currently she serves as a member of the Portuguese Parliament.
From 2006 until 2012 she was Justice and Home Affairs (JHA) Counselor and Head of the JHA Unit at the Portuguese Permanent Representation to the EU. During 6 years she was Head of the Portuguese delegation to the Strategic Committee on Immigration, Frontiers and Asylum (SCIFA) and member of the Portuguese delegation to CATS, COSI and High Level Working Group on Asylum and Migration, among other bodies of the EU Council. During the 2007 Portuguese Presidency of the Council she served both as Chair of SCIFA and of JHA Counselors meetings, steering negotiations on several dossiers within the Council and with the Commission and European Parliament, such as the Return Directive, the Visa Code Regulation, the Mobility Partnerships, the visa facilitation agreements with the Western Balkans and Ukraine, among others.
From 2005 until 2006 she was the legal advisor for the Minister of the Interior of Portugal on immigration, asylum and European issues, and responsible for the draft of the Portuguese Nationality and Immigration Law.
Her principal research areas are Immigration Law, Asylum Law and the area of Freedom, Security and Justice of the European Union.
